CFRC Information Summary
The Florida Department of Transportation (FDOT) is the owner of the Central Florida Rail Corridor (CFRC). The limits of the CFRC extend from MP 749.61 to MP 813.82 of the original CSX Transportation, Inc., A-Line. The purpose of the CFRC information summary is to provide information regarding permitting process for potential future uses by others within the corridor.

Background Investigation Requirements
The Florida Department of Transportation requires the following background investigation as sufficient for authorization to enter the CFRC:
“No person, whether employed by Vendor, Contractor, Permit Holder, etc., as applicable, or a subcontractor or supplier, may work within the Central Florida Rail Corridor (railroad right of way) unless that person has cleared a reasonable background check within a reasonable time prior to beginning work. Upon request from the Department, Vendor, Contractor, Permit Holder, etc., as applicable, shall provide written documentation that the person cleared said background check.”
If the worker has cleared a reasonable background investigation within a reasonable amount of time prior to beginning work in the CFRC, that background check is sufficient for the worker to enter the CFRC. Upon request from the Department, the worker’s employer shall provide written documentation to confirm that the person cleared said background check.
CFRC Right of Entry Permits
Right of Entry is required for scheduling approved activities within/on CFRC right-of-way that are covered by an existing agreement or permit. Work activities include:
- Minor inspection/maintenance activities
- Replacement of an existing facility with like kind
- Surveys
- Environmental Investigations
- Ingress/Egress (short-term)
- Inspection (bridges, roads, etc.)
- Monitoring wells
- Soil boring or sampling
- Oversized equipment moving over operating track and/or right-of-way
- Environmental Remediation

CFRC Special Events Permits
The Central Florida Rail Corridor (CFRC) requires the submittal of a Grade Crossing Special Event Permit Application for all special events or parades that will cross tracks or occur within close proximity to the corridor.

CFRC Underground Installation Permits – Pipelines
This permit is for conducting any underground activity within/on CFRC property including:
- New pipeline installation crossing or longitudinal to CFRC tracks
- Upgrade/modification to existing pipeline crossing or longitudinal to CFRC tracks that is not covered by an executed permit

CFRC Overhead Installation Permits – Wirelines
This permit is for conducting any underground activity within/on CFRC property including:
- New overhead wireline installation crossing or longitudinal to CFRC tracks
- Upgrade/modification to existing wireline crossing or longitudinal to CFRC tracks

CFRC Tower Installation Permits
This permit is for conducting any activity associated with a communication tower located within/on CFRC right-of-way including:
- New overhead highway or pedestrian bridges crossing or parallel to CFRC tracks
- Upgrade/modification/demolition to existing overhead bridges crossing or parallel to CFRC tracks
- Other structures
- Upgrade/modification to existing CFRC grade crossing
